The Research On Evaluation Index System Of Public Building Energy Consumption

With the tensity of energy sources in our country, building energy saving is given more and more emphases. Ministry of Construction of our country has brought forward the concrete objective of building energy saving and actively worked out the design standards of public building energy saving. It is essential to evaluate the energy saving quality of buildings in order to decrease energy consumption, in which way we can achieve the sustainable constructional and social development.This paper concludes the evolvement of the conception of building energy saving and the characteristics of the project in the whole world. And it designs a kind of evaluation index system called ECIPB ( Energy Consumption Index of Public Buildings)to evaluate the quality of public building energy saving. By the experts'evaluating feedback of the factors that can influence public building energy saving, ECIPB exerts the methods of qualitative analysis and quantitative analysis, which base on the analysis of the present condition of public building energy consumption , the development of building energy saving and the main factors that can influence public building energy consumption in our country. By using the index system of ECIPB, this paper evaluates the energy saving quality of two buildings in Hunan province, in which way the value of this system is validated. This evaluation index system can evaluate the energy saving quality of public buildings handily and intuitively so that it can meet the demands of different people in the different levels in the constructional field.In addition, in the research we find that the mark of ECIPB in Hunan area is generally fewer than 4.5, which shows some problems existing in public building energy saving, for example, many design methods of energy saving are not applied extensively and the level of public building energy saving is relatively low. Therefore, the potential of public building energy saving in Hunan area is huge. It is absolutely essential to popularize energetically the design of energy saving.
