Urban water safety affairs is the focus which people are quite concerned about. Flood control department in urban areas is facing new situations and problems because of the aggravation of urbanization and the smart changes of hydrology characteristics in these areas. How to predict the regions where storm water logging happens in urban areas will help to analyze the possible results of the storm water logging disaster and make rational flood control, disaster reduce measures.With the innovation of the water administration in the new period, the flood control and disaster reduction strategy has also been changed. One aspect is that people has given more emphasis on the construction the non-project measures meanwhile the emphasis on the flood control project systems. Also, the development of the science and technology brings new ideas to the flood control work. The modern information and GIS technology, etc. are lead into flood control work will help concerned departments make better measures and reduce losses and influences by the biggest degree.Based on the above discussion, the dissertation takes Shanghai Xuhui District as an example. The theories, methods and key technologies used in decision-making are discussed for the purpose of flood control work. A flood-control DSS platform featured by real-time, dynamic, forecasting is also established by connecting links such as rain data collecting, the mathematical simulation of city drainage networks, the dynamic display of storm water logging and the decision information references, etc. The research not only gives an example of technology and reference application for other researches, but also provides scientific basis for reducing economic and social losses in Xuhui District.
