Processing the soft soil ground economically and reasonably is an especially essential problem in the highway construction. Different soft soil ground processing plan has different processing effect and different project cost. At present in our country, the optimized choice of the soft soil ground processing plan still pauses in the stage of artificial choice depending on experience. Therefore, how to choose the technology reliable, economy reasonable, safe and suitable soft soil ground processing plan correctly has important theory and practical significance. This research connects with the federal highway 111 (G111) QiQiHa'er to the Nehe River section construction project, considering each influencing factor, compares and evaluates the processing effect and the economical expense of different soft soil ground processing plans in cold area., so as to establish a comprehensive appraisal target system apllicable for cold area, to select the most superior appraisal model and to provide scientific basis for making soft soil ground processing plan for the first-class highway in the cold area.Traditional comprehensive appraisal generally includes two essential factors: the target system and the appraisal method. The fulfilling process usually divides into three stages including the data processing, the determination of the target weight and the synthesis appraisal. This article has analysed the characters of the soft soil ground engineering project, and has established the processing technology economic evaluation target system for processing the soft soil ground of the cold district highway, basing on the appraisal target system establishment principle. As a result of the uncertain description of each stage, it is difficult to obtain much better appraisal effect using a sole appraisal method. As a result, the gray multi- level judgment model based on AHP method and the GRAP method is proposed in accordance with the project characteristic. This model has carded on standardized processing to the soft soil ground on the ground of the gray theory, introducing appropriate scale value using the AHP method (this article uses 1~9 scales), expressing the relative important degree of every two influencing factors in the target layer with the scale value, and calculating the weight value of each targets, and then, cardng on standardizing processing using the gray connection degree and calculating a connection coefficient, and obtaining the processing effect and the economic evaluation target, and then finally get the synthesis processing effect, that is the economic evaluation connection vector. And the processing method which has the maximum vector value is the final optimal plan. According to the above thought, this article has established the optimal soft soil ground processing plan technology model based on the combination appraisal method of the AHP method and the GRAP method. This article uses two examples to prove the application of the established appraisal target system and the synthesis appraisal model, providing scientific basis for the reasonable soft soil ground processing method choice of the highway construction in the cold area.
