As Chinese economic development and urbanization accelerated, manynew urban key areas emerged in waves of urban redevelopments, whichassembled diverse public functions and activities concentrately. Thisstudy focused on the redevelopment for urban key area.In a more complex and volatile environment of urban development underthe market economy, we must strengthen strategic study in urban planningto make it more feasible and effective. Urban key area plays an importantrole in urban growth, and it is of great significance to study strategiesof redevelopments for urban key areas.The paper analyzes the main features of the redevelopments for urbankey areas first. As a strategic, complex, long-tern movement, theredevelopment for urban key area needs the government to play a leadingrole, and needs a scientific strategy, design for a support.Then the paper takes the redevelopments of the north bank of HuangpuRiver for an empirical study. The north bank of Huangpu River is a keyarea in the knowledge innovation area in Yangpu district, and it is ofprominent importance in the comprehensive development of bank area ofHuangpu River. The government planned to build the area as an innovativeand creative industry center, but the redevelopment of the area is facingmany difficulties and is lack of effective planning guidance.The core of the paper is to establish an independent work of basicstrategy research to enhance the power of government and promote theachievements of the goals in redevelopments for urban key areas. Throughcomprehensive analysis on the background, objectives and problems inredevelopment of the north bank of Huangpu River, the paper carries outa basic strategy research and then proposes four basic strategies forthe government: protecting local features, promoting land redevelopment,Compiling targeted spatial planning and enhancing the macroeconomicenvironment.
