The paper begins with the analysis of the complexity and uncertainty troubled contemporary urban planning, in both the context and the urbanism itself; then from the theoretical point of view in different areas, we try to explain these basic reasons to qualify the cooperation among those actors as a possible solution in the urban renewal projects in nowadays. In fact, the cooperative movement in urbanism is one of the main tendencies in 90s, it emphases the collaboration in all of the people involved in the urban development, especially encouraging the communication and coordination in the decision-making process.Paper takes French urban renewal project as example, Firstly, we analyze the institutional basis of the planning method in French, including the institutions, the distribution of competences, the legal system and operating procedures as four aspects. Then focus on the specific practice in France, this papers tries to answer the problem-how we can analyze the relations in practical cooperation in a real project, at the same time propose a framework of numerous cooperation relations for further analyses.Light concrete examples-Lyon confluence project, we are concerned about the large number of mutual exchanges and cooperation between participants in the process, analyzing the specific impact of each process to the goals establishment and to the results of project. Based on project-specific analysis, we were able to make evaluations to the multi-cooperation in the urban planning field in France.Through the analysis of network-based decision-making mechanism in the fields of urban planning, the paper proposes specific improvement measures for the status of planning in China; in the field of urban planning, we should focus on three aspects: the main decision-maker, decision-making rules and decision-making institutions. At last we discuss the possible direction for the further study.
