For solving the information sharing and coordinating problem between superior and subordinate planners in urban network planning, a workflow based city power network planning management and decision-making support system was developed with the theoretical framework of the computer supported cooperative work (CSCW),in which the collaborative planning workflow management among departments was realized such as the planning, amendments, releases collaboration. The system includes a planning management subsystem and a decision-making support subsystem. The former one, which includes workflows commonly used in the process of planning, and report tables and workflow customization tools, is developed based on B/S technology. It was implemented with the latter one developed based on the C/S technology, so that it can finish the assignment of planning result's gathering and balance and planning program management. Practical application shows that the system can improve the planning efficiency among departments and ensure the consistency and the overall optimization of the planning results at the same time.
