The Research On Planning Decision And Public Participation Of Large Urban Project

The rapid urbanization process in China has given rise to the number, scale andspeed of the large construction projects in large and medium-sized cities. A newupsurge in construction is coming forth challenging the traditional city planning andmanaging. Decision-making of planning is the key to the solution of the problems incity large construction projects. From the public’s point of view, based on theoreticalanalysis and case studies, taking national conditions into consideration, this papertries to formulate the public participation system in the decision-making of city largeconstruction projects.The main content of this paper is divided into six parts:The first part introduces the research background, aim and significance; proposesthe research issues and method.The second and third parts focus on the basic theories, starting from thedefinition of city large construction project and problems, draws forth the centralissue–what’s decision-making of planning, what’s the definition of decision-makingmistake of city planning, basic concepts and related theoretical systems ofdecision-making of city planning and public participation both at home and abroad.The fourth part is based on the current situation in decision-making of cityplanning, analyzes the underlying causes of decision-making mistake in city planningand discusses the implementation of public participation mode in decision-making ofcity planning in the social transformation process.The fifth part analyzes the decision-making and implementation process of fourspecific cases and summarizes the current situation and insufficiency of publicparticipation in decision-making of city planning in our country.The sixth part addresses the practicable measures of public participation. Thetrend in decision-making of city planning is common sense; public participation is thekey to it. Taking the current situation and insufficiency of public participation intoconsideration, the author tries to formulate the basic system of public participation.Suggestions and discussions on the effective implementation of public participationare carried out from the aspects of legal safeguard, systemic warrant and basicsupport.The last is conclusion, which summarizes the main research result of the paper, addresses the problems that may occur in the public participation process and at last isthe expectations and prospect of this research topic.
