At present, China is being a period with fast development in highway construction. The highway network construction has inignorable influences on the ecological environment, particularly on nature reserves, forest parks, scenic area, drinking water sources, basic farmland, geological concervation areas. Ecological Environmental Impact Assessment (EEIA) is an important part of highway construction Environmental Impact Assessment (EIA). If EEIA can be carried out earlier in the highway network planning stage, it will definitely contribute to scientific planning highway network which will avoid or reduce unfavourable impacts and destructions on ecological environment from the source.Study on ecological environmental problems can not only provide basic ecological principles and constraints for the regional planning and various special planning, but also provide basis for planning EIA evaluation. Based on the integration of the planning EIA and ecological protection related planning, our present paper elucidated the localization and relationship between them. Planning EIA is a tool which can measure whether planning is consistent with the principles of sustainable development and requirements or not, and promote the ecology of the planning and make it more compatible with the principle of sustainable development. On the other hand, ecological environmental protection can provide basic ecological principles and restrictive requirements for the preparation and implementation of the planning from the view of regional sustainable development. And these principles and requirements can be used as evaluation basis or criteria of planning EIA. As a result, the integration of the planning EIA and ecological protection will help guide the ecology the planning EIA, which will be conducive to realize the goals of regional sustainable development (i.e., the goal of ecological planning).Take Anhui Expressway Network Planning for example, we investigated the potential impact on the ecological environment of the highway network construction. Some countermeasures were proposed in this paper, which can reduce the ecological and environmental effects of road network planning. Based on the GIS tecnique, the ecological environment compilation series;, thematic maps superimposed, scenario analysis, and other methods were integrated and a reasonable ecological environment impact assessment indicators were proposed. With highway network planning and the ecological environment protection research combined, as well as from the source of the highway construction, the proposed ecological environment impact assessment indicators has certain scientific, and practical significances. The overlapping-map method based GIS platform can easily discrimate the ecological impacts of road network construction on the sensitive points from the map, which provided a powerful management and decision-making tool for the ecological environment protection from the highway construction source.
