The research in this paper developed around preliminary marine project. Its object is to make a research on reliability theory of submarine and fuzzy comprehensive evaluation theory as well as developing corresponding computational programs .For submarine structures , there are many different failure criterions . First of all , we discuss the importance and difference among this criterions , and then choose some for our later computations and give detailed computational methods . As there are many variables in the upper criterions , so after comparison of these variables , we decide some , and give them distributions according other literatures and papers .In order to compute the reliability level of the submarine structures , we developed a new way that combines AFOSM (First order and second moment) and GA(Genetic Arithmetic) . We make amelioration of GA to fulfill the computation , and also give examples to prove its merits . Then examples are given to the new computational way to compared with other methods.Then , reliability levels of two typical submarine structures are analyzed using the upper way . In this part , reliability levels according to different pressures and different COVs are computed . Also , calibration method are used to calibrate the object reliability level , and reliability level of this kind submarine structures are proposed for later reliability design .At last , AHP and fuzzy comprehensive evaluation are integrated together in order to establish a new method which will be used in the optimizing choice of engineering project and optimization of comprehensive performance . Also ,an applied program system is developed. This system has a strong general performance and its interface is friendly. It can be applied in the optimizing choice of engineering project, and also can be used in the manage system of economic and society. In the paper, we use ship comprehensive performance as an example in order to discuss this method and the attribute of the program as well as how to use this program.
