A Strategic Research On The Safety And Service Of Wuhan Air Traffic Control Center

Safety and service play an important role in civil aviation control. The purpose is to offer safe and effective control for aircrafts. China is growing into a powerful country with strong civil aviation. In addition to the development of air transportation, the development of air traffic control is also of vital importance. Research on the sustainable strategy of air traffic control system is the base of the development of aerial control. How to guarantee the safe and orderly flight in Hubei Area, and how to provide efficient and quality service are the main tasks of Wuhan Air Traffic Control Center. Therefore, it is essential to conduct a research on its strategy.From the viewpoint of safety and service, the paper has conducted a research on the sustainable strategy of Wuhan Air Traffic Control. Based on the theory of Mike Potter's strategy management and SWOT analysis, a detailed analysis focusing on safety and service is conducted on the internal and external environment of Wuhan Air Traffic Control. The paper has illustrated the advantage and opportunity of Wuhan Air Traffic Control as well as its existing shortage and danger. Therefore, it puts forward the core competence of Wuhan Air traffic Control is safety management ability, staff's skill, staff's morality, and safety culture.On the basis of analysis and research, the paper has put forward the sustainable strategy of Wuhan Air traffic Control Center, which is emphasizing safety and service. Meanwhile, it also gives the following suggestions. First of all, strengthen the cultivation of organization structure strategy, function strategy, air control culture strategy and core competence. Aiming at safety and service, a detailed research is conducted on safe operation management, human resource management, facility and equipment, and aerial construction. The paper suggests that safety evaluation system and service quality supervision system as well as safety target responsibility should be established. Besides, more technicians should be cultivated and the construction of facility and equipment of aerial control should be strengthened.
