Study On Tactics Of Promoting Public Service Capability Of Tianjin Ship Traffic Management Center

Vessel traffic service center of China Maritime Safety Administration(VTS)is one of the grass-roots administrative units of The Chinese Government.The quality of it’s service is directly related to the government’s image and the efficiency of government work.In recent years,with the continuous advancement of the construction of service-oriented government,the government’s management theory and concept are constantly updated.The construction of vessel traffic service center all over the country are in bloom,although the goal is to provide better services for ports,the service quality is varies.There are deficiencies in management theories,software and hardware of the management system,staff management and training,and the operation of the quality system.In this paper,based on the management of Tianjin vessel traffic service center,related enterprise department by field visits,to collect data through the literature,in-depth theoretical analysis,respectively expounds the present status of research both at home and abroad about vessel traffic service center construction,international conventions and domestic laws and regulations of vessel traffic service center of the construction of the norms and conventions,expounds the definition and concept,related departments and functions,etc.Combined with practical work in-depth analysis of the current situation of Tianjin vessel traffic service center,build the evaluation index model of vessel traffic service center,Tianjin vessel traffic service center was selected for model application and evaluation analysis,and its public service capacity was evaluated,specifically from the aspects of business capacity,personnel,infrastructure and external factors.Finally,according to the deficiencies in the public service of vessel traffic service center,using the new public service theory,this paper explores the ways to improve the service capacity of vessel traffic service center from the aspects of public service positioning,service concept,management mode,personnel training,infrastructure construction and intelligent innovation,which provides a reference for China to rapidly improve the service capacity of vessel traffic service center.
