In the development of a naval vessel, the earlier stage of the design, the greater the influence of final performance and cost. Especially, in the development of a new naval vessel, because modern equipment of naval vessel's performance and complexity improve ceaselessly and a great deal of advanced technology is used, the cost of the development increase, the time of the development prolongs and the risk of the development increase. So to make sure the new naval vessel has a good performance, we need an evaluation tool to evaluate the performance of the naval vessel in different design stage.To get this goal, this paper studies the evaluation index system and the methods of the evaluation. The main research contents as follow:1. Based on the analysis of the large amount of the adequate data, considering the characteristic of the naval vessel, an evaluation index system is founded primarily. The system is composed of the top evaluation indexes: Combat Capability, Combat applicability, Performance of the naval vessel platform, Economy, risk, and these index is layered analyzed.2. In the different design stage(stage of type demonstration, stage of basic design), the index of maneuverability and seakeeping are evaluated using different methods. For maneuverability, in the early design phase some empirical formulas are used to evaluate the index with the limited data. With the progress of the design, the model of MMG is used in the basic design stage. The influence of wind, wave, current, shallow water and twin-screw and twin-rudder are taken in account integrated. The Fourth Runge-Kutta method is employed to evaluate the maneuverability of the naval vessel in the time domain. For seaskeeping, the linear and nonlinear roll are analyzed and corresponding evaluation method is provided.3. To evaluate the performance index of the naval vessel, VISUAL BASIC.NET is employed as development platform, evaluation program is developed, users only have to input the necessary parameter to evaluate the maneuverability and seaskeeping of the naval vessel in the different design stages.
