With the improvement of automatization in transformer substation, safe control in power supply plays an important role on the operation of electricity. Using GPRS and embedded system, the paper introduces the design and development of safe control system in power supply based on OMAP. The system realizes the correct operation of the knife in the transformer substation and online inspection of the grounding wire. It ensures the safety of the personnel.The safe control system in power supply is an improved measure of the old transformer substation mistake precaution system according to "Five Rules" and actual requirement. Although this kind of design is satisfied with the basic demand of "Five Rules", it has poor stability, is complicated in operating. The most important fact is that the old system can not realize online monitoring. Based on the fully analysis of old system, this paper proposes an entirely new solution which is based on OMAP embedded system.With the development of processor technology and network technology, the paper introduces the high-powered OMAP processor to electric power. The ARM side of OMAP controls GPRS network communications and interface design. The DSP side of OMAP which has powerful process operation ability controls gathering data and processing the real-time tasks in electric power.This article shows the producing reason of the topic, domestic and foreign research situation, introduces the distortion monitor principle, then according to project demand and the situation of embedded system, gives the overall solution, then introduces in detail the hardware and software design of the system. The safe control system in power supply will send the information of knife and operations to the PC in the main control room with GPRS network. It must comply with "Five Rules" strictly to ensure the safety of the operation. It is proved that the terminal is a real-time system and has the ability of processing quantity of data. It solves the problems of previous mistake precaution system. It becomes a real time system with introducing GPRS network technology into the terminal. It meets the need of network society nowadays.
