On account of the exigent demand of Chinese high speed railway and passenger transport special railway line's development, In 2001,Our Country constituted the CTCS technical criterion independently based on the ETCS. So the primary frame of Chinese Train Control System was established. But evolvement was differ from absolute copy.Because of the difference of the situation of our country and the signal make type, in our country ,CTCS-2 train control system still needs an endless process from the initial stage of system experiment to maturity. In this process, some complicated problems presented. Among them, the ground design of the Train Control System was especially urgent and important. Currently, the design unit of our country railway all adopts the traditional signal design way which with handicraft design.This kind of way usually needs a great deal of staff member to cost longer time, Along with the current line speeding up to 200 km/h and the large-scale construction of several passenger transportation special lines, which puts forward a higher request to the ground design of the Train Control System. Traditional signal design's method is already unfit to the objective demand. For this, the process which explores and studies an intellectualized ground design's method is the utmost urgency. This process will perfect our CTCS-2 class train control system from theories foundation, enriched the theories detail of CTCS-2.Also provided important theoretic basis for the ground design and the establishment related technique standard in the CTCS-2 class train control system.On the basis of introducing the present condition of domestic and international train control system, the article carries out a need analysis for the balise data making which in the CTCS-2's different circuits, such as current line and passenger transportation special line...etc. The article makes a software total design in three aspects--collocation arithmetic module, route data making module, alteration design module which based on CAD sketch map. The article completes the demarcation, concretely fulfillment of each functional mold, interface definition in each module by discussing on the automatic painting, automatic making tables, route data making, the arithmetic problem of balise collocation ...etc. This article carries on a detailed design to ground system of the CTCS-2 Train Control System on the foundation of the need analytical and total design and arithmetic problem discussion, and the expectation target of the ground design in the CTCS-2 class Train Control System is achieved.
