Study On Contracting-Out Quality Supervision System Of City Public Sanitation Service Project

In recent years, according to deepening the administrative management system reform and requesting for the public service system of innovation, some cities in our country successively carried on the public market-oriented reform of environmental sanitation service of city. They give the public service item to private enterprise in the form of contract. Since the service quality level has high correlated with the cost, the contracting enterprise would reduce the service quality if there is no supervision. The government supervision of service quality transform from original inside supervised to outside through contract. The traditional quality supervised is out of date. So, before relevant laws and regulation have not been issued yet, how to set up a set of quality supervisory system perfectly, effectively and rationally has already become the out standing problem in market-based reform.This paper point out the general existing problem in the course of quality supervises by analyzing the characteristic of undertake through the contract and quality supervises of public environmental sanitation service after contract with private enterprise. On the basis of exploring that analyzing that supervises origin cause of formation of question in quality, this paper research in constructing a supervision system of a city public environment and sanitation through contract by relevant project management theory. According to the theories of double agencies combine with the characteristic of the public service, this paper point out a supervise subject of the service quality, introduced the public's mechanism of supervising, and according to principle of minimizing the cost of supervising to decompose the task of the quality supervising. Based on this, according to the mechanism of previous and procedure controlling, this paper unified the standardized of quality management, and contract supervision and so on. The paper set up the market access system that competitive bidding screened the contracting enterprise, has made quality live and examined the procedure and marked the method, and has set up lively quality supervises the result and feedbacks mechanism. In addition, according to the principle on quality post-evaluation, this paper has set up to the rewards and punishments mechanism of homework quality of contracting enterprise and examines the mechanism to level performance of government's supervision department. According to PDCA circulation mode, this paper has set up quality and supervised information system and quality and supervised the key element and adjusted the mechanism.Because of great differences between quality supervise mode of public service project contract and other project quality supervise, there is few domestic and international relevant research cases, this paper do some work to design a quality supervising in new point of proprietor view after contract. This paper should be referenced to local government to make public environmental sanitation service or other contract of public service quality supervising.
