The power industry is directly related to the national economy and the people’s livelihood.The power sector takes "people’s power for the people" as its service purpose and provides power supply and public services for people.In 2019,the National Energy Administration issued the Work Plan for Key and Special Supervision of Quality Electricity Service.Electric power departments are required to reduce the cost of power supply to customers,improve the quality of power service,and strengthen the reliability of public power supply service and other basic management work to effectively improve the quality of power supply service.With the continuous development and changes of society and the growing needs of people for a better life,the power supply service quality of the power sector has been gradually attached importance,the government’s demand for power supply service supervision has also become higher and higher.Therefore,it has become an important task for the power department to give full play to its public service function and provide satisfactory public service for people.This paper takes F District of Chongqing as an example.Also,it takes the cooperative governance theory,the new public management theory and the natural monopoly industry regulation theory as the theoretical guidance,using SERVQUAL evaluation model to conduct the research.It collects relevant data and information in the field of power supply service by conducting research to relevant government agencies and regional power department,and establishes a power supply service quality evaluation system,which covers 7 dimensions and involves 24 evaluation indicators.Then,the Likert scale is used to research the public’s satisfaction with the quality of power supply service.Finally we know the comprehensive score of power supply service quality in F District of Chongqing is 4.06 by calculation.In conclusion,the evaluation of power supply service quality by regional users is "relatively satisfactory".After percentage conversion according to the evaluation grade,the satisfaction rate of power supply service in F District of Chongqing is 81.12%.Among the seven dimensions,the tangible dimension scored the highest and achieved obvious results,while the feedback problems were concentrated in the three poor dimensions of responsiveness,personalized service and data informatization.The evaluation results are known by importance-performance analysis.The evaluation indicators of the above three dimensions are all in the improvement and key improvement areas.Combined with the service quality problems and the interview results about government supervision,this paper conducts an in-depth study,further analyzing the problems and causes of government supervision.Through analysis and summary,problems such as untimely response to power supply service,non-standard personalized service,and inefficient online operation in the three dimensions are closely related to the offside,missing,and absence of supervision of F District government in the process of power supply quality supervision,exposing a series of government supervision problems such as unclear government supervision,inadequate implementation of the system,and substandard informatization.So,the paper puts forward optimizing countermeasures for the government supervision of power supply services in F District.The government should concentrate on clarifying the supervision functions of power supply service,improving the system of power supply service,and innovating the supervision methods of power supply service to improve the quality of power supply service.
