Energy is a crucial problem concerned in sustainable development. It is conductive to rational use of energy, improvement of eco-system, adjustment of the energy structure as well as the mitigation of insufficiency of per capital energy. Energy consumption in commercial buildings increases greatly owing to the wide use of HVAC systems. Thus it is necessary to be aware of the energy consumption circumstance of commercial buildings in Chongqing. This paper especially focuses on the analysis and evaluation of design load together with characteristic of energy consumption of the HVAC systems in the high-rise office buildings.This paper discussed the potential problems as well as advices involved in the energy consumption survey and experiment on the base of Chongqing government office building. The author reviewed and analyzed the development of load calculation and situation of energy consumption both in domestic and oversea. In addition, this paper made a comprehensive introduction of energy simulation software, DEST. A comparison of two calculation methods, overtone law simplified computation and simulation by DEST, has made in this paper when calculating the design load. Furthermore, this paper discussed the integral application of survey and simulation, followed by the analysis of potential of energy conservation as well as applicable advises by means of comparison between data collected by survey and simulation.After setting the Chongqing government office building as survey object and figuring out the calculation mode of air-condition load, the author chose a simulation scheme by means of orthogonal method followed by analysis of constitution and fluctuation of air-condition load as well as conventional estimation. Secondly, significance analysis of influential factors has been made by means of extreme difference method combined with the variance analytic method. Then, quantitative analysis to the significant factors related to energy consumption has been drawn to seek the regression curve between design load and factors.8760h simulations of the building and its reference building are performed by means of DEST to analyze the distribution characteristic of air-condition load of high-rise office building in Chongqing. Character value between air-condition load and energy consumption has been achieved on the basis of data collected by experiment. Also, this paper has researched the partial load coefficient of chiller units in practice situation on the basis of the definition of IPLV to balance the thermal technical performance of the envelope of the building.Further research focuses on comparison of measurement results and simulation results in specific buildings. Evaluation of energy consumption as well as improved technical measures of energy conservation has been discussed accordingly.
