With the increasing transportation of oil in bulls by ships, the risk of the oil spill is getting higher and higher. For reasonablely forecasting releasing risk and takimg action to reduce lose, a reasonable numerical model for the spilled oil at sea is demanded for the risk assessment, contingency decision-making.,judgement gist and remediation measure. By taking advantage of the capacities of GIS in analysising and visual expression on spatial data, and combining the advanced math forecast model, a numerical simulation system to calculate and display the fates and behaviors of oil spilled at sea was developed.In the thesis,the oil spillage model adopted three-dimensional advection diffusion equation to simulate the chemicals spill diffusion. According to Markovian theory ,the spreading of chemicals was simulated by Lagrange and Fokker-Planck equation. the three-dimensional tidel current field model uses POM (Princetion Ocean Model)which developed from the Princetion university of USA.To make the application of the system, an Object-oriented Programming Environment (Visual Basic) and the GIS component ( MapX ) as exploiture environment. Were adopted In this paper, Mapinfo Profession 8.5 was applied to build and manage space geographical information; Visual Basic as an object-oriented programming tool was used to integrate by means of the assembled. Acess 2000 as an database exploitation and management tool. Mapinfo MapX 5.0 was used as a ActiveX Control to model and visual display. By the technology of OLE, this paper successfully simulated the results of the fate and behaviors of the oil spilled in space and time. With the help of the GIS module,the conversions of projection and coordinate, the automatic division of calculation grid, the tidel current display , plotting the track of oil spill and other functions can be approved. The simulation results can be visually and quickly expressed on computer. It can be made as a reference to assessment and emergency decision-making for correlative maritime department.
