"Strong grid" is one of the important developing objects to the State Grid Corporation. Building a strong urban power grid is an important issue which is related to social and economic development of Shanghai. Similar with some foreign big cities, the urban load density and the summer peak load of Shanghai have been continuously rising in recent years. For the high land prices in centre city, new planning site and the transmission or distribution channel have become increasingly difficult to be gotten. So it is necessary to develop new methods of optimizing power supply and enhancing power supply capacity. On the other hand, the development of Shanghai has increasingly represented a tendency of diversified functions. Different functional areas need different reliability of electricity supply and different power quality. To enhance the efficiency of distribution network investment, it is meaningful to explore different planning objectives and planning strategy in different functional areas. And then the typical regional strong power grids of different district have been studied in this paper.(1)Some typical users have been selected from various types of electricity users in Shanghai. Through statistical analysis of historical load data for these users, some indicators, such as the load density, the largest load of hours, the peak poor, the loading rate, uneven coefficient quarter, the quarter of the typical per-unit load curve, the cooling / heating load, and other major proportion of load characteristics Indicators have been summed up. And the effects of other factors to regional power load have also been analyzed, including economic development, weather conditions, and time temporal electricity price.(2)Based on the characteristics of urban power network, index system of strong power grid has been proposed for centre city, and the calculating method for these indexes has been presented. In addition, for business /culture/ entertainment area, practical index standards of strong power grid have been proposed.(3)The medium-voltage distribution network planning mode applied to the centre city has been proposed, and the corresponding connection modes have also been demonstrated. Then the recommended planning mode is gotten based on the value of strong grid standards.Taking the North Pacific Bridge of commercial culture and entertainment district as an example, the advantages and weaknesses of the power grid of centre city are summed up through calculating various technical and economic indicators. The calculated indicators are used to forecast the long-term power load, based on which the planning of the location, capacity and network is implemented and the technical and economic indicators of the planning network are evaluated again.
