In the last few years, with the increasingly growing flow of traffic day by day,to solve the problem of toll jam is the most important task for keeping expressway freely. Unified Electronic Toll Collection is an effective method to improve the traffic capacity of toll lane and alleviate the toll jam, and the security and credibility of ETC are most important.Establishing the key management system and security authentication system of ETC, ensure the electronic transaction security (incluing electron label and read/write antenna signal data in electronic transaction; transaction authentication of non-cash payment ICC), and provide technology supports of keeping the original transaction data of ETC secret, complete, real and undeniable.At beginning of the artical, the key techniques needed for developing ETC system are introduced. Secondly, on the foresaid basis, the security requirement of ETC system is analyzed. And then, based on《China finance Integrate Circuit Card Specification》( PBOC 2.0 ) , the article introduces the implemention and design of modules in ETC which involve security requirements, such as key management system, OBU issue system, communication between OBU and RSE, and authentication of transaction data in settle center, etc.Finally, the thesis summarizes the whole content and brings forward the future work.
