Electronic Toll Collection system is one kind of new electronic automatic toll technology on international, which is developing and promoted popular diligently in the road, the bridge and the tunnel with a heavy traffic at present.The major advantage of the system is that it brings about dedicated short-range communications between road-side unit and on-board unit, cooperated with background computer and bank charging system. Electronic Toll Collection is also the important part of Intelligent Transport System and Vehicle NetworkingIn recent years, with the rapid development of economy, manual Toll Collection and Semi-automatic way restrict the development of transportation. Moreover, the air pollution,oil wear and road wear caused by low-efficient way of charging are immeasurable. Therefore, adopting efficient and advanced way of charging is not only imperative but also inexorable trend in the development of communications. Electronic toll collection spread widely in Europe, North America, Japan and implement slowly in China because of high price and poor compatibility.The publishment of National standard GB/T20851.1-2007《Electronic toll collection-dedicated short range communication》 unit and norm engineering requirements in March,2007, which lays the foundation of the development and use of the technique.This paper analyzes three DSRC systems in the world and technical standard of China, put forward low-power consumption and high integrated design scheme of on-board unit, and provide design technique to specific front-end circuits of radio frequency, MCU control circuit and power management circuit. In the aspect of software design, the paper analyzes all levels of the agreement and its key techniques in detail and achieves a simple course of this agreement. Finally, specific data is obtained through the tests to all models of hardware circuit and software system, therefore, the rationality and feasibility of on-board unit design alternative can be tested and verified.
