| Workflow technology is a reflection of the computerization of the business process model. It is in advanced computer environment in order to support achieving business process integration and business process automation established by the workflow management system for the implementation of operational systems.Qinghai-Tibet Railway runs in an adverse natural environment so that it put forward the emergency rescue with a very high level. In this thesis, with the actual needs, workflow technology is brought into emergency rescue process and the Emergency Rescue Command System based on the workflow technology is designed. This system will be that the actual process for the process model, and it can be run in accordance with the definition of the implementation of the model order to achieve the rescue process automation.This thesis firstly described the related concepts of workflow and XML. After discussing the main workflow modeling methods, the emergency rescue process modeling based on "Activity Network model " is built and then it is verified and presented with the relevant algorithm.Finally, with the actual needs of the Qinghai-Tibet Railway, the Emergency Rescue Command System based on the workflow technology is designed. Visualization modeling of the rescue process on the basis of .NET Framework 3.5 is established and then it can be published in the form of XML Web Service.
