Water is the basic elements and the important material basis which cannot be substituted for the survival and development of human beings. But as the growth of population, the development of social economy and the enhancement of the people living level, the sharp contradiction has been formed between the limited water resources supply and the increasing water resources demand. Due to such contradiction, the severe negative influences have been resulted in on the domestic living and production of the human beings, and the ecological environment system. At present, the water resources problems have become the focus of attention on the global survival and the development, and furthermore,in the future they will be the difficult problem to disturb the humanity. Therefore, how to search for the reasonable policy of the water resources development, utilization, protection and management is requisite to obtain the maximum combined benefits from the harmony development of the ecological environment and social economy. The water resources rational allocation is an effective solution which adapts with this goal, because it emphasize the optimal allocation of the limited water resources among various regions, various water-demand sectors for promoting the coordinated development of the society—economy—environment compound system.The thesis first described the water resources characteristics in the world and China, the research situation of the water resources allocation at home and abroad, and the relevant concept and principle of rational allocation of water resources. Secondly the methods of water resources supply-demand analysis and forecast were elaborated. After the fuzzy multi-objective decision making method and the multi-objective fuzzy close degree concepts were reviewed summarily, the establish procedures on multi-objective decision-making model of water resources rational allocation and the corresponding model solution steps were proposed. Then based upon the water resources development and utilization situtation of the Nandujiang Basin in Hainan Province, the analysis on supply-demand and the rational allocation of the some given planning-year were carried on. The case analysis verified the rationality of the model, and the effectiveness of fuzzy close method to solve the problem of multi-objective decision-making. Finally the study results of this work, and the coming contents and directions of proposed model were summarized concisely.
