Inter-basin water diversion project provides an effective way to settle the uneven special distribution of water resources. Basined on the study of its characteristics, influences to the reception basins and the optimal allocation model of water resources, this thesis researches the optimal deployment of water resources of reception basins in Hebei Province in the Mid-route of South-to -North Water Transfer Project.Firstly, this thesis studies the current condition of water resources exploitation and utilization in reception basins, analyzes the shortage of water resources in reception basins, and explains the necessity of the interbasin water diversion project. Secondly, this thesis uses support vector machine (SVM) regression for water demand forecasting, comparing the result of this method and index analyzing method, it is approved that the application of SVM regression on water demand forecasting is feasible, appropriate, and provides a new algorithm for water demand forecasting. Thirdly, this thesis analyzes water transport frequency of Mid-route of South-to —North Water Transfer Project;and declares that the water transport from Mid-route and local surface water has intensive complementarity, this has the practical meaning for the combined allocation study of water transport quantity from Mid-route and local surface water. Once more, because the characteristics of water resources system in reception basins in Hebei of the Mid-route of South-to -North Water Transfer Project are multi-headwaters, multi-water transport and storage projects, multi-transmission and distribution system, multi-users and multi-abstraction system, with the generalization of water resources system, and the premise which is the second supply and demand for water resources, this thesis puts forward a multiple objective optimal allocation of water resources model based on sustainable development of reception basins in Hebei in the Mid-route of South-to -North Water Transfer Project. Finally, using a multi-objective decision-making method-ideal point method which is simple, visualized and has extensive operability and escalating genetic algorithm to solve the model, the calculation result is appropriate.
