| Expressway is a necessary consequence of the rapid development of society and economy. As the main sign of the highway traffic modernization, the expressway has become to the most important infrastructure in domestic economy and social development, and also in people's daily life. In China, from Oct. 1988 when the first expressway called "Hujia expressway" was completed, till the year 2006, the mileage of operated expressways has already reached to 45.3 thousand kilometers. This made China ranked the second around the world only next to the United States in respect of the total mileage of expressway each county owns. From this figure, we can see that although the construction of the expressway only takes a couple of years, the pace of development is dramatically rapid. Meanwhile, with the rapid growth of the high-grade highway construction, the number of traffic accidents, and casualties and injuries has been raising for years. Consequently, we need to summarize the characteristics and rules of the traffic accidents happened on high-grade highway seriously, analyze its main reasons which influenced the traffic safety deeply. Combining with the actual conditions of china and Gansu province, to improve and reform the present traffic safety management system as soon as possible. Discussing the proper mode of the traffic safety management of high-grade highway, and enhance its traffic safety management level, then prevent the traffic accidents effectively. Those problems which have been mentioned above all are the vitally important subjects of the traffic safety management. Therefore, this paper focus on discussing how to make full use of leading function of traffic department in the traffic safety management, and establish the streamlined, scientific and efficient high-grade highway safety management system.This paper systemically analyzes traffic safety condition of China's high-grade highway and its characteristics, laid a strong emphasis on the research of the main traffic accident causations. Adopt the comparison analysis method, comparing traffic safety management system between China and western developed countries, and then find out our disparities and disadvantage. Based on analyze the traffic safety condition, characteristics and development trend of high-grade highway in Gansu province, put forward ideas on the reform of current system for high-grade highway traffic safety, and establish a newly system of traffic safety management and high-grade highway traffic safety, an unified management by traffic department, which combined the road planning, management and law execution. Meanwhile, based on the characteristic of traffic accident and the cautions of the high-grade highway safety, and then put forward some suggestions for well enhancing the traffic safety management of high-grade highway. |
