In recent years, with the rapid urbanization process and the economic development, the problem of traffic congestion becomes the bottleneck between the restricted urban economic and the social development. Currently, Beijing's traffic congestion has being turned from points to lines and from local to the large-scale spread. This isn't only affects the People's daily life in Beijing, and also included the environment, social problems. In face of the forthcoming about the 2008 Olympic Games, we should take the necessary step by step to ease the traffic congestion in urban and it has become a pressing task at present.Beijing has already taken many measures in order to control this situation. Making traffic congestion situation has been eased, but it is still fairly grim. The method Beijing now commonly used to make evaluation about the congestion situation included the 122 Telephone reported and the speed range. The former, there are some subjective factors, the latter, the evaluation method is initiated from a single factors.Through the investigation and analysis, this thesis accumulated the congestion characteristics in Beijing. And then set the evaluation index such as speed, delay in time, the frequency of parking, parking time and the load degrees of the sections. Through analysis of the statistics, this paper finally provided a multi-factor comprehensive evaluation model and the severity of congestion index concept which used to evaluate the road congestion degree in the same situation.Through this paper, the results model can be carried out on sections of qualitative and quantitative analysis. By calculating, use the serious traffic congestion index to determine the extent section of the serious congestion. At the same time, the evaluation results in this paper can be used for the Beijing traffic management departments to adopt corresponding measures and to provide a scientific and rational evaluation system.
