The electrical energy measurement system is playing very important role in the power system. The accuracy and the correctness of electrical energy measurement work need the electric energy meter would be calibrated periodically. In this paper, the development of the electric energy meter is introduced, and the defects of the photoimpact detection are discussed. Then using the technique of calibration with power source, the overall scheme of the electrical energy meter calibration system is designed. Base on the computer to control the electric energy meter running, utilize the camera capture the electric energy meter variable images and derived the digital and character interest region by the edge detection and pixels projection. The template matching is introduced in the meter image recognition, and last figure estimate method is proposed by particle position analysis. Experiments show that the calibration system is fast, efficient and well worked, it can satisfy the need of calibration work in the industry.
