As the important device in the hydraulic turbine control system, the hydraulic turbine governor is always concerned in hydropower industry. The hydraulic turbine governor's quality and reliability affect the hydraulic turbine power set and the power system's safe work and electrical quality, so the hydraulic turbine governor with good performance and high reliability is still an important problem. Recently, middle and small governors are needed more and more. It is imperative to develop middle and small hydraulic turbine governor of simple structure and reliable performance and low price.A PAC based hydraulic turbine governor is proposed, which is applied to middle and small hydraulic turbine governor. PAC which is one of development trends is applied in the field of hydraulic turbine governor. Programmable Automation Controller Wincon-8731 is used as core hardware of hydraulic turbine regulator. Its own module of up-87f04 is adopted to measure frequency. There is high accuracy compared wit PLC. In addition, four kind of electrical to mechanical converting equipments are put forward, which can solve locked-rotor on conventional electrical to mechanical converting equipments, and is simple in structure and reliable in operation, and is suitbale for middle and small hydraulic turbine governor.This paper is made up of 6 sections.In chapter 1, the development history and problems and design ideas of overall paper and major work of hydraulic turbine governor are summarized.In chapter 2, the system architecture of hydraulic turbine governor is introduced.In chapter 3, the superiority of PAC is proposed through comparing PAC with PLC and PC, and then the hardware of hydraulic turbine governor based Wincon-8731 is constructed, and the feasibility is analyzed, and the superiority is noted. Frequency measurement applied with the module of uP-87F04 is mainly discussed.In chapter 4, four kind of electrical to mechanical converting equipments including proportional servo valve and digital valve and stepper motor and AC servo motors are studied, and four kind of typical structures of hydraulic turbine governor including electronic-hydraulic converter or electro-hydraulic actuator governor type , tristate or multistage governor type, step motor electronic-hydraulic converter or machinery liquid-pressure servo-system governor type and AC servo motor electronic-hydraulic converter or electro-hydraulic actuator governor type are strutted. Interface circuits of Wincon-8731 with proportional servo valve and digital valve and stepper motor and AC servo motors are strutted respectively.Finally, it summarizes and makes expectation in chapter 6.
