Study Of Comprehensive Evaluation About Emergency Plans In Railway

"Everything goes well if prepared, otherwise goes wrong". Establishing and improving a multi-level and comprehensive system of emergency plans, and improving the ability of emergency plans to disposal public emergencies, which is the important content of the harmonious socialist society. In this paper, on the basis of the study of the emergency rescue system and emergency rescue command information systems in Qingzang Railway, with qualitative and quantitative analysis, theory and practice analysis, from local to the overall comprehensive analysis methods, using the questionnaire survey and locale investigation mode, the comprehensive evaluation of emergency plans in railway is studied in-depth and systemically.Firstly, on the basis of locale investigation and practice, the impact factors of emergency plans evaluation in railway is analyzed, and comprehensive evaluation system of emergency plans in railway is established.Secondly, with the combination of research, the traditional AHP averaged structure method and PPCE model are improved, and the AHP averaged structure method and PPCE gradient dimension reduction method are established. To achieve the target that complex index systems and the object which contains a lot of qualitative data evaluation can be comprehensive evaluated.Lastly, in this paper, the AHP averaged structure method and PPCE gradient dimension reduction method are combined, with the help of MATLAB, it is calculated, at the same time, it is applied in the evaluation of comprehensive emergency plans in Qingzang Railway and special emergency plans and station emergency plans. Through the analysis of the results of the evaluation, a planning, and improved proposal isbrought forward for emergency plans system in Qingzang Railway.At the same time, this comprehensive evaluation method can be applied in otherindustries, and it can offer a gist for other industries to improve the evaluation of emergency plans.
