With the acceleration of the railway speed increase carrying capacity,the probability of the occurrence of emergency in railway is growing,and its emergency management is brought to the attention of the railway leading institutions at all levels,departments,and as an emergency the core management,contingency plans naturally become a top priority.Build scientific and reasonable system of emergency plans,not only can be taken in the event of an emergency after the railway targeted measures,but also to reduce casualties and property losses,and reduce losses caused by its negative impact on the resulting social.Therefore,we choose evaluation of railway emergency plan for the title,do the relevant analysis of its research methods.Firstly,combining with the results of emergency plan at home and abroad,the definition of railway emergency plan,the emergency system composition,management processes were analyzed,in order to establish the hierarchy of the railway system and emergency incidents,and then analyzes the development of China's railway the three-grade emergency plan system.On this basis,the index system of railway emergency plan evaluation by index screening,selecting realistic,credible source of data of the ten indicators as a final evaluation.Secondly,this paper selected two kinds of evaluation methods one the fuzzy hierarchy of railway emergency contingency plans evaluation model and the other hierarchical analysis neural network of railway emergency contingency plans evaluation model,to overcome the result of the single evaluation method has the defects of error,from comprehensive contingency plans and specific contingency plans,Baoshen Railway company emergency plans were evaluated.Fuzzy hierarchy evaluation method is the analytic hierarchy process and fuzzy evaluation combined with AHP to determine the index weight,fuzzy comprehensive evaluation,combining the advantages of both,qualitative evaluation of the emergency plan of railway emergencies.AHP Neural network evaluation method is the Analytic Hierarchy Process and neural networks,the level of analysis of indicators determined weights substituted into the trained neural network,results of evaluations,the middle one for the factors of interference,to ensure that the evaluation results accuracy.AHP Neural network evaluation method is the Analytic Hierarchy Process and neural networks,the level of analysis of indicators determined weights substituted into the trained neural network,results of evaluations,the middle one for the factors of interference,to ensure that the evaluation results accuracy.Finally,the evaluation results show Baoshen Railway emergency preparedness problems from system contingency plans,emergency response organizations,emergency rescue,warning and information reports,emergency response,information disclosure,rehabilitation disposal,accident investigation,safeguard measures,and other emergency management plans and amendments put forward recommendations for improvement,thus providing scitificalsupport for the improvement of Baoshen Railway contingency plans.
