Railway transport has always been the skeleton of the comprehensive transport in our country, and has played an important role in regional economic development and urban development. At present, China's railway construction is under a golden developing period, with the construction scale, speed and standards absolutely rare in worldwide. However, the related theoretical researches of railway network plan have lagged far behind the construction speed, such as the scale of the railway network, detailed layouts, grade configuration, the construction schedule, and many other basic problems, all have no accurate and systematic approaches to solve yet, which has brought great obstacles to the sustainable development of railway network and caused tremendous waste of resources and funds of the nation. Thus, study on theories about the railway network plan is a crucial and urgent work with great practical significance. In this paper, theories of communication location and economic geography are provide as the basic of regional transport network analysis, and fractal theory and graph theory as basic of railway network model. The communication location theory is expatiated, including the analysis of generation, function and grade of regional transport network, transport nodes and lines. Accordingly, the accessibility is contributed as the essential attributes of the cities and lines making up of the railway network. The accessibility indexes are defined and the accessibility model of regional railway network is established, both are used as the quantitative indicators and methods to the regional railway network analysis and research. The accessibility model of regional railway network is composed of two parts, the city accessibility grade model and the line accessibility grade model, which respectively reflect the relationship between the regional railway network construction and urban development and the roles of lines playing in the network. In this paper, the application of the models we built up to the Northeast railway network, with detailed analyzing and calculating, verified the practicability of them. The accessibility model established in the paper can be used as a quantitative estimating method and the basis for judgment in regional rail network plan, construction, and evaluation.
