With the popularity and utilization of IEC61850 substation communication network and system standard, electronic transformer,digital protection and measurement device,intelligence switchgear are in use。Large number of cable connection between process layer and the bay layer will be replaced by serial optical cable, and it is a technology renovation of the substation automation. The relay protection tester is a most important device for the relay protection device in substation and power plant, which must suit for the development of digital test and meet the test requirement of digital protection.This article develops a kind of Relay Protection Testing Device based on DSP +ARM structure and with the function of optical fiber output. With this method, the device performances of its optimized capability, cabinet cubage, steady high speed communications, friendly and intuitionistic interface ,more strong function and more convenient update.Use EP9315 (ARM920T core) as main controller and DSP TMS320VC5402 of TI Company for dada processor to build the hardware platform. Adopt Ethernet to communicate with upper computer. Use optical fiber Ethernet to realize the transmition of fiber optical signal. We developed this kind of relay protection testing device in this article. In chapter one, it introduces the development of digital substation,the origin of IEC61850 system,the design principle of relay protection tester first, then proposes the scheme of this system and the task of this research. In chapter two, it introduces the transmittion mode of the sample value based on IEC61850-9-1 and general object oriented system-wide events (GOOSE) packet. In chapter three, it introduces design purpose and approach, designs and realizes the hardware platform of the device, including embedded EP9315 main controller system and DSP data processor and Ethernet communication module. At last, it also introduces the anti-jamming measures of hardware. In chapter four, it designs interface program of main controller system, including main program and HPI communication program between DSP and main controller; packet generating program in DSP complying with IEC61850-9-1. At last, it introduces upper computer testing software based on template database and designs some testing template files of transformer differential protection and line protection. In chapter five, it summarizes construction scheme of digital substation and finish the spot testing to PSI-01C microcomputer and generates results.It also introduces the RTDS dynamic modulus testing application of the tester.In chapter six, it summarizes all above to points out strongpoints and shortcomings and gives us an application prospect.
