Load forecasting and management is the subject deserved to be researched deeply, it is a complex systems engineering and contains extensive contents and numerous factors. After long-term research, many algorithms and models appeared, but the practice has proved in sole algorithm improvement is difficult to maintain forecasting effect to a higher level. Therefore we need a comprehensive analyzed, careful designed and effective organized platform to meet the practical need.This paper introduces the study and realization of Province and Region Integration Load Forecasting and Management Platform and summarizes and analyzes load forecasting and management statistically. Load forecasting contains ultra-short-term, short-term and long-term load forecasting, and each has its contents, characteristic and commonly used algorithms, and load management contains more extensive contents, these are all summarized in this paper. After more than six months research in Hunan load forecasting and management work, the author finds out factors that influence Hunan load forecasting level, especially the small hydropower status, the accuracy of weather forecasting and load forecasting staffing, and then, proposes six key technical issues that exist in design and implementation of the platform, and analyzes the technical difficulties one by one.This paper analyze and designs the system processes, network, functional modules and database of the platform, and introduces the application development framework, the system function modules and technical characteristics of the platform. The platform implements variety of functions with core of load forecasting and management, so it can meet the need of load forecasting precision under the condition of quick evolution of electricity market at present and solve some problems existing in some other current load forecasting soft wares, such as weak operability, single function and narrow scope of application of the models. Finally, this paper has carried on the summary to this platform application situation in Hunan Electricity Power Company. The application results proved the platform to be a powerful auxiliary tool for load forecasting and related work.
