Cement concrete pavement is one of most important type of high-grade road. But because of frequent traffic load, repeated and long-term effect of climate and natural factors, the pavement will show damages gradually. In the cement concrete pavement evaluation process, the existing research results and standardization are based on the various properties of concrete pavement and every index is assessed respectively. This evaluation method can not comprehensively respond to its pavement performance.Pavement performance is affected by a variety of factors with complicated relationship and different characteristics and composition of each other have a combined effect on the road. If the pavement performance is evaluated by a single indicator, the evaluation results are often contradictory, uncertainties and incompatibility. The direct use of evaluation criteria is difficult to make a precise assessment, and because the evaluation criteria obviously limits quantitative criteria, which will omitted some useful information even lead to wrong conclusions.Fuzzy evaluation method is a comprehensive evaluation method subject to a number of factors affecting the things. It broke the precise mathematical logic and language, stressed the fuzzy things of impacting factors and can more profound characterize things objective attributes.Relying on cement concrete pavement entities in Guangdong Province, with the basis of a large number of domestic and foreign entities survey research, theoretical research and fuzzy matter element analysis, the paper's task is focused on sub-item and comprehensive evaluation of cement concrete pavement. The main research results and innovation points are shown as follows:1) According to the survey of cement concrete pavement maintenance costs and traffic analysis, the urgency, the feasibility and necessity of road maintenance and performance assessment are carried out.2) According to the traditional methods and technical specifications of cement concrete, cement concrete pavement on the roads damaged, anti-slide capacity, roughness index, the bearing capacity, void underneath, and other indicators are inspected respectively. The conditions of road performance are got.3) Because cement concrete pavement performance evaluation is decentralized, so with compound matter-element analysis model, road performance of cement concrete pavement is evaluated comprehensively combined entity works.4) It is very important to decide evaluation weight value when comprehensive evaluation is carried out. In this paper, AHP law and fuzzy entropy value method are considered as amendment of the subjective and objective weight value. On the basis of fuzzy matter element, an example is analyzed and the result is according with actual value.5) The maintenance decision-making is put forward as the main indicators are controlled with the entire life cycle and can be divided into five steps. According to all sections road damages of the longitudinal cracks, sealant material damage, wear or explicit, the ridge fragmentation, void beneath board, the maintenance measures are put forward.
