With China entrying into high-speed urbanization, the conflict of limited land of cities and urbanization of land is expanded. Land development should be pursued to maximize the output efficiency as the goal, intensive and highly efficient use of land, increase output per unit area, the per capita land resources relative scarcity of our country, is of special importance. The level of urban land use efficiency is not only related to allocation of resources, but also to the human quality of life and sustainable development. This article has been selected national-level economic development zones—Xi'an Economic and Technological Development Zone as an example.The efficient use of urban land the theoretical analysis, empirical studies, the Xi'an Economic and Technological Development Zone development and construction evaluation, Xi'an Economic and Technological Development Zone first land is evaluated, then proposals for the second land of Xi'an Economic and Technological Development Zone two land development has been pointed out.This article comes from our country land utilization's concrete national condition and the construction present situation, has analyzed the present stage domestic and foreign to the city land utilization, the development zone land utilization research results. Next, based on concepts of the land, the urban land, the land utilization, the soil evaluation elaboration's foundation, has anlyzed the urban land highly effective use.And then it has clearly tell that the urban land highly effective use is unification of the economic efficiency, the social efficiency, the ecological benefit, has pointed out the difference of the urban land highly effective use and the intensive use.Subsequently, the two using land of the Xi'an Economic and Technological Development Zone is compared, when the followings of is analyzed, such as geographic conditions, the zones of industrial development.Compared the second development using land of with Xi'an and its first, existing problems of Xi'an Economic and Technological Development Zone is pointed out.With the evaluation system of urban land is formed, and the twelevle western Economic and Technological Development Zones are compared. The land use of Xi'an Economic and Technological Development Zone is the third one in west.Finally, the opportunity for later land of the Xi'an Economic and Technological Development Zone is analyzed, then the article has anlyzed urban planning, Xi'an overall (2008-2020), the Xi'an Economic and Technological Development Zone sites controlled detailed planning for the later land, Weiyang Qu land use planning, then efficient proposal for the second land-use of the Xi' an Economic and Technological Development Zone is proposed.
