| Land policy has been escalated as the national macroscopic regulation method since 2003. As the material carrier of urban space, land macro-control influences the development and structure of urban space directly or indirectly. In 2009, when Guizhou Province entered into the phase of rapid urbanization, the land macroscopic regulation policies introduced by Guizhou have played a great role in leading the rural-urban development as the adjustment and compensation of the guiding role of the urban space development in Qianzhong economic zone of state policies of land macro-control. From the perspective of the feature of the urban space development of Qianzhong economic zone, before 2009 it was mainly the space development pattern that took the central city as the priority, after that the built-up areas in city, county and organic town have got different levels of development; Since 2009, with the increase of supply of transport land, the construction of regional transport infrastructure was accelerated and the connection among regional space was strengthened; industrial expansion predominated other jobs of all cities, and there appeared separation status with urban space on spatial layout.Combining the social development and environmental quality aggregative indicators such as social economic development, population change, the quality of the cultivated lands, traffic flow, rate of urbanization, industrial structures, construction land per capita, and so on, the characteristics of present urban space to the Qianzhong economic zone can be evaluated as: 1) Large land use does not bring obvious economic benefits and population aggregation benefits. The urbanization of population far lagged behind the land urbanization; 2) Prioritized supply of infrastructures intensifies the inter-regional economic exchange and plays a positive role in promoting the construction of the urban agglomeration; 3) The proportion and allocation of the land provided in each city and state are short of balance and scientificity because of the differences as for the population and economic advantages in central city. There exists the phenomenon of land waste; with the status of the units at the county level become more increasingly prominent, their reasonable allocation of land supply and intensive utilization are more important; 4) the scale of the industrial park areas was blindly enlarged and energy-extensive consumption, high pollution and the homogenization phenomena of industry types were severe. The characteristics of high quality ecological resources and mountain land towns were destroyed to a certain extent.With the condition of propelling land leasing and land management regime reform, the government pays more attention to coordination of urban and rural construction land and overall development of urban and rural. In the same time, stricter requirements on transformation of urban space developmental mode, optimizing partial structure and landuse structure, are proposed. Thus putting forward the land macro-control of Qianzhong economic zone combining with the development direction of land policy: strengthen the intensive and high efficiency of construction space and the protection and utilization of non-construction space; strengthen coordination ability of regional space development major infrastructure; promoting the differentiation of three kinds of urban spatial; promoting the sustainable development of industrial space. With the present situation of land policy in the implementation of Qianzhong economic zone, this paper puts forward development direction of economic zone land macro-control in the future, and to guarantee the implementation of the urban space development. |
