With the inevitable trend of the economic globalization and the more and more serious market competition, especially after china joins WTO, all walks of enterprises meet a great opportunity and challenge. Jinming Gas company is a small and medium sized manufacturing enterprise and it tries to improve its market responsive ability and competitive ability by use of informatization management method. Enterprise Resources Planning (ERP) currently shows the most advanced management idea and provides the optimal plan of integrated information management, so the development of ERP system is chosen.In this thesis, starting with the problems and requirements of Jinming Gas company, its organization is reformed. By using compact management mode, the departments and their functions are changed. Primary business processes such as the marketing sales, the purchase and the payment process are analyzed respectively through Business Process Regeneration (BPR). The framework of the ERP system is customized. The system is divided into seven modules and the function of every module is defined. The ERP system manages the material flow, capital flow and information flow on the same platform, so the specific processes such as the staff, capital, material, production, purchase and sale can be managed more scientifically and effectively.By Using Unified Modeling Language, the main cases and the case package are determined. Taking the case of purchase management as example for analysis, users and programmers can understand the aims in the course of case design. At the same time, the static model and dynamic model are set up, so the system can further described clearly. Choosing the Bowers/Servers mode, adopting SQL SERVER 2000 as the tool of the database development, taking the data of the purchasing subsystem as example, the method and course of the database design are introduced detailedly. In the design of modules, the objective-orientated techniques are used to collect public class and objective lib. Each module carries on the advantage of inheritance to speed up the development of the software.It takes more than two years to develop Jinming ERP system, now it is in use. But one of the important processes of ERP is how to make a systematic and scientific evaluation on the application status and result of ERP project, and reveals the application condition of the ERP from different angles according to quantitative analysis and objective assessment. This is an important meaning for the enterprise. So based on the research of ERP evaluation method at home and abroad, a reasonable and scientific evaluation model is proposed, and it can be used as a quantitative analysis means for enterprise, it is also used to estimate Jinming ERP system. In our country, ERP system is not usually used in small and medium sized gas enterprise. Even if used, they are almost come or developed from the usual ERP software, its ratio of function to price is low. It is very rare to customize ERP system for such an enterprise specially. So the plan choice, development procedure and method discussed in this thesis are of good guidance to other small and medium sized enterprise. Furthermore, the evaluation model put forward in this thesis is oriented for enterprise object, so it is also fit for other small and medium sized enterprises.
