With the rapid development of China’s national economy and the continuous improvement of people’s living standards,accelerating the construction of power grids to ensure the increasing demand for electricity load is directly related to all aspects of social development.On the one hand.China has increased its investment in the UHV grid structure in order to realize the national networking project led by the West-East Power Transmission.On the other hand,the state’s investment in urban and rural power grid transformation projects has been decreasing,but citizens are in daily work and life.The increasing demand for power resources has led to many problems in the supply of power resources.Therefore,while accelerating the modernization of high-tech projects,it is particularly important to ensure social benefits and do a good job in pre-project evaluation.Pre-project evaluation is mainly applied in the evaluation of the state,society and individual economy,and pre-project evaluation to ensure that the indicator system of power transmission and transformation engineering receives a good response from the technical,economic,social and environmental resources,and demonstrates The feasibility of the project is conducive to the objectivity of project decision-making,avoiding blind investment,reducing unnecessary losses and waste of resources in society and enterprises,thereby improving the investment income of power transmission and transformation projects.The Tangshan Mazhuang 220kV power transmission and transformation project was built according to the power supply needs of Tangshan Mazhuang and surrounding areas.The existing 110kV substation cannot meet the needs of enterprises,and the construction of the Mazhuang 220kV substation will provide new services for the Ciyutuo area.The power point is in line with regional power grid planning to improve power supply reliability.Firstly,based on the in-depth investigation of the Tangshan Mazhuang 220kV power transmission and transformation project,the paper expounds the background meaning of the topic and combs the relevant literature at home and abroad.Secondly,after investigating the current situation of electricity consumption in Tangshan,the system analyzes the Tangshan Mazhuang power transmission and transformation.Multi-angle,all-round evaluation of the comprehensive utilization of environmental resources,to achieve the purpose of relying on science and technology and equipment to reduce consumption and improve resource utilization efficiency;finally from project site selection,investment the pre-project evaluation index system was established in three aspects:estimation and comprehensive utilization of environmental resources.Through the analytic hierarchy process and fuzzy comprehensive evaluation analysis,the conclusions of the Tangshan Mazhuang 220kV power transmission and transformation project were reasonable and feasible.The results of the pre-project evaluation show that although the project exceeds the general level of the State Grid Corporation in estimating investment,it is more reasonable from the perspective of cost-benefit,and is beneficial to the overall facility construction and environmental resource protection.At the same time,the project can meet the needs of regional development,improve the actual quality of power supply,optimize the 110kV network structure in the region,and have a positive impact on reducing the burden on residents and the good development of the regional economy.
