In recent years, integrated passenger transportation hubs have been constructed at high-speed in our country. Based on that, many metropolises are planning or constructing the integrated passenger transport hubs in China. In this paper, the author studied the function localization of the External Integrated Passenger Transport Hub using the theory of system engineering and optimization.Firstly, the author identified the External Integrated Passenger Transport Hub (EIPT-Hub) and analyzed the meaning, structure; classification and motivate mechanism of evolution. At the same time, this paper pointed out the direction of EIPT-Hub's development in the future.Secondly, this paper put forward the essence function based on the EIPT-Hub's basic attributes. Beside that, the author pays more attention on the extension of the function. The author brought forward Localization method of identifying EIPT-Hub's function localization based on the analyzing of effect factors in EIPT-Hub's function localization. Then, this paper analyzed the function of Xinchendu Station using the method.Thirdly, the paper pointed out a new idea of EIPT-Hub's layout. A non-liner 0-1 integer planning model was constructed in order to solve the problem of EIPT-Hub's function parts layout, and the arithmetic was provided. The author validated the model by applying the model and arithmetic in a actual case.Fourthly, the paper brought forward the General Framework the method of solving external passenger traffic demand assignment based on the EIPT-Hub's function localization and the different traffic modes. As the keystone of this paper, the author provided Linear Programming to solve highway's external passenger traffic demand assignment and give out the adjustment methods.Lastly, we summarized the spatial organization pattern of transfer system of the integrated passenger transport hub and classify the transfer mode and points out the optimal method of transfer system. Then we analyze the transfer mode of Chendubei Railway Station.
