With the development of domestic urbanization process and the number of vehicle, It has led to increasingly serious problem of urban traffic congestion. As a solution to urban traffic congestion, urban road congestion pricing is also one of effective measures, because of the advantages of second-best congestion pricing, there are many experts and scholars who are going on study of this area, and how to choose toll link has become an important part of the study.Firstly, this paper summarizes the recent research situation, put forward the background, significance, thesis content, methods and techniques routes of the study; Secondly, analyzed the formation mechanism of urban traffic congestion and the adverse effects of it, and then explained the basis of the congestion pricing (concepts and principles of economics, etc.), combined with the idea of second-best congestion pricing theory, put forward the concept, basic model and impact factors of congestion pricing location; Thirdly, analyzed traffic conditions and characteristics of network, and proposed factors of congestion toll location, established the bi-level programming model based on elastic demand and multi-user classes(considering social and spatial equity constraints, operation costs and collection of alternative links), designed GA-SA algorithm and feasible descent direction algorithm to solve the model and use it to calculate a simplified network example, so we can get location of the link and reasonable toll rate and verify the effectiveness and feasibility of the model. Finally, analyzing the aspects of public impact, time and space selection, physical environment and operational efficiency, described the possible impact of urban congestion pricing locations.
