The GIS based Urban Lighting Planning System which is discussed in this article is a new model adapted to the lighting planning area, the application of multimedia and visualization technologies has a positive effect on the quality of plans & decisions. The system could provide information to help the government officers making decision, and also could published on the internet involve the public participate in the decision-making. Finally, make a best decision. We can also develop a series of lighting facilitiy management functions based on this system which will benefit the lighting management after the lighting project is done.Based on the splendid experience of urban lighting planning, I divided the information referenced in the lighting plan project into 4 kinds; they are Basic information of the lighting objects, lighting information of lighting objects, lighting plan information and lamp information. The geographic information of urban space doesn't belong to the 4 kinds of information mentioned above, since it is the basic of GIS technology.Using GIS technology, database technology and the methods come from the developing of the Management Information System (MIS), this system could manage the data effectively. Through the geographic information, it would select, statistic the energy cost, search your required information, update the data and so on. Based on these functions, this system could select the better plan program.
