With the progress of reconstruction of the municipal and agricultural electric power networks as well as revenues according to rate periods and billing and metering automation of the electrical power system along with the fact that more and more big consumers appear, demands for three phase electronic multi-function meters are growing. At the same time, reliable meters with high accuracy, low cost, and advanced performance are essential for manufacturers to gain a competitive advantage as metering technology develops and the number of competing manufacturers increases.The paper analyzes dominant design ideas of contemporary three phase static meters: energy measurement chip, MCU, and DSP, summarizing their current situations and development and investigating principles and latest technology. Based on the switching power supply, energy measurement chip and MCU, a new type of three phase meters with the following features is proposed making use of state of the art communications technologies such as GPRS and CDMA: general purpose measured values, four quadrant energy calculation, multi-rate energy computation, maximum demand, abundant communication modes, tamper events including power failure, phase disconnection, voltage missing, no loads, current disconnection, current and voltage unbalance, over voltage, under voltage, phase sequence reversal, SOE, alarms, self diagnosis, and new requirements such as tamper proof provisions, harmonic measurements, etc.Breakthroughs are made in the performance to price ratio, accuracy, overloading capacity, EMC, communications, etc. The test proves that hardware and software get along very well and the original design target has been fulfilled.
