In this paper, it has collected the detailed documents about the comprehensive treatment and utilization of fly-ash, while it has a overall stataistical anylysis of flyash in the thermal power plant Qi Lu petrochemical company. Yang Hu Ya has been systemically monitored for three years and the pollution of dust and trends have been preliminarily analyzed. The results showed that the flyash pollution was increasing year after year with the area of flyash expanding and flyash quantity increasing from the thermal power plant of Qi Lu Petrochemical Company. The extent of pollution extremely depended on the wind power: 0-2 lever wind will not produce dust. The fly ash can roll and move under the 3-level wind. Above the 4-level wind, it can cause the fly ash pollution. It often happens fly ash hazards in the 3-5 level wind, which accounted for 83%, 6-7 level wind amount to 16%. The fly ash occured in low frequency under 8-level wind, but the pollution is the most intensity and in the largest scope and most widely.On this basis, it also discussed the correlativity among the fly ash and the wind speed, moisture content of ash particles, gray-chemical curing characteristics, plant and soil coverage through experiment in doors, the experimental results presented that it might produce fly dust when the wind speed reached 2.5m/s (the weather forecast wind is up to 3 level). While it was possible to produce the flyash dust phenomenon as the wind up to 6 level. We should do much good protection measures. At present watering for dustproof, plant community of shielding gray-curing and covering soil methods are commonly used for controlling dust at home and abroad. It could conserve water resources and the cost of pollution control by watering for dustproof, because it was sufficient to content 85% of moisture/water in the fly dust. That plant coverage reached 85% was able to effectively shield solid dust by using plant community for dustproof. The spraying quantity of 80g/m2 of chemical covering agents could prevent the flyash dust pollution. Using covering soil methods combinded with plant for dustproof and the thickness of soil should obtain 30cm. According to the expert's opinions and surveys, chemical curing is the best methods, followed by covering soil. Based on the dust precaution measures in Yang Hu Ya of Qi Lu Petrochemical Company, the results presented that the chemical curing with trees is the best methods with the lowest cost, most effective, easy constructions, easy technology and other advantages.
