According to the condition that the fussy rule database maintenance and the imperfect switching sequences creating function of electric operation ticket system has been developed, the paper introduces a self-developed system of generating operating order sheets by computer which could be easily used in several substations. With Visual C++ and Access as the mainly developing tools, layered principles of operating rules is proposed, concrete all-purpose rules and special rules of each layer are summarized. In order to predigest the maintenance of the rule database, the all-purpose rules are placed in the program and the special rules are placed in the knowledge database. At the same time, according to classification of operating rules, a layered checking operating order model which used to create switching sequences through selecting device from wiring diagram is designed. The realization of all-purpose rule checking is based on the result of network topology searching which have a lot of strongpoint than logic formula. Knowledge representation and reasoning mechanism of special rules are designed, which has a strong pertinence of misoperation content suggested and a flexible calibration decision.
