Service areas, which are used to safeguard the traffic, alleviate the drivers' fatigue of long-distance, guarantee the vehicles' maintains, are important parts of the expressway. Since research works about the layouts and designs of the service areas in our country start later than the other countries, and there are no related criteria but mostly with reference to other countries particularly Japan, there are a lot of problems existing in setting up the distance and scales.This paper went along with the setting of"Research on The Planning Theoretics and Method of Expressway Service Area"which done by Hebei Expressway Prepared Part and Hebei University of Technology. Firstly, based on the survey works of Beijing-Shenyang expressway service areas in Hebei province, this paper started with the determination of driving-into rate, divided the vehicles into three types containing trucks, buses and cars, using probability theory and mathematical statistics methods made a summary and analysis on their driving-time and traffic characteristics. After more research it concluded that there were given relationship between driving-into rate and travelling time, also tested that the travelling time obeied normal distribution theory using the mathematical statistics. On that fact, this paper established a model for the confirmation of the driving-into rate and brought forward some characteristics after analysis.This model opened out and measured the essence of relations between driving-into rate and the distance ,at the same time, fetched up the limitation of actual method.Secondly, this paper proposed how to set up logical distance to meet the demands of vehicles and passengers based on the driving-rate and economic benefits, at the same time, this paper optimized the principles of the service area locations.Thirdly, this paper confirmed the overall scale of the service areas, construed all the parameters for every parking area, including the selection of traffic stream, the prediction and confirmation of the driving-into rate, the confirmation of the peak rate and the turnover rate and so on, used the queuing model to plan the parking spaces, and also proposed a logical method to decide the other areas.
