The expressway is a safe, fast and smooth road transport facility. The rapid development of expressway plays an improve role in improving the road transport efficiency, optimizing the allocation of land resources and promoting regional economic development. As an ancillary facility of expressway, service area which is the basic guarantee of the expressway,provides basic services for the expressway users. Expressway service area layout and scale planning which are parts of the expressway service area planning, aim to coordinate the layout and scale of the service area, make the service area meet the requirements of the high speed expressway network environment development, and then become impetus for the expressway development.First of all, through the in-depth analysis of the basic functions, the expanding functions and the level classification of the service area, summing up the seven basic functions, which are parking, refueling, maintenance, catering, rest, shopping, toilet seven basic functions; getting the consumption and transportation expanding functions as well as the culture idea to guide the design of the building expanding function; and then get the area classification standard of the three service areas. Laying the theory foundation for the subsequent chapters.Secondly, studying on the layout from the spacing and location two aspects. On the basis of the service area classification, considering medical assistance, vehicle refueling and safety driving needs to set up the spacing of the service area. Then using the simple location method,ideal location method and comprehensive location method to study the location selection methods.Thirdly, on the basis analysis of the factors driving-into rate affecting factors which are model, section traffic volume, traffic flow characteristics, geographical features, the distribution of the surrounding towns, the distribution of the surrounding attractions, service area spacing, establishing the wavelet neural network prediction model of the driving-into rate,and making the program based on Matlab to train and evaluate the model and verifying the rationality of the model.Next, analyzing the parking space number, model and parking spaces correspondingrelationship, parking space and parking field design, each level of correspondence between the scale of the service area and parking space, demarcating the traffic flow, velocity, peak rate and other parameters.Then, based on the Hebei part of the Shijin Expressway to analyze the layout planning and spacing planning of the existing service areas, and put forward the perfect function and development suggestions. Verifying the scientificalness、practicability and maneuverability of the layout and scale of the service area.Finally, through the relevant research and case analysis, summarizing the main results of the paper, and the layout and scale of expressway service area’s development are prospected.
