It is the always target for researchers of Substation Automation System (SAS) to grope for the best design method which is used to realize the higher property in intelligence and communication of this domain. At present, with the drastic development of science and technology, there are three improvements which are related to it. That is, the boom of Multi-agent System (MAS) technology, the promotion of the standard of IEC61850 of International Electric Committee (IEC), and the prosperity of Embedded-system market. Among the three facets, there is a potential correlation to the search of new method to design SAS. So, how to best combine these results, then to bring forward a new and effective design method for this domain is just the paper's motivation and destination. First, in this paper, that is about what MAS is, where its priority is, and how to use it, has been deeply studied. Also, the characteristics and problems of the realization of SAS at present have been reviewed and analyzed. Then, the necessity of MAS control technology used in SAS has been researched. Second, the common design method of multi-agent control system has been concluded. Referring to it, a method to design SAS based on MAS has been put forward. At last, using the advance embedded computer system kits, a MAS test platform for SAS has been designed. While a few scheme to resolve the problems in design of SAS have been conceived using the new method, one of them has been experimented on the platform. And then, the corresponding conclusion has been drawn.
