The Binhai New Area Ocean shipping, Land carriage, Air freight forces three-dimensional transport network, it connects many places and radiation"three norths". Though path infrastructure construction has been strengthened but with the number of vehicle high speed growth, the transportation problem of the Binhai New Area will be more and more serious. Tianjin administration bureau have done massive works to enhance traffic management modernization and obtained remarkable success. But as the limitation of present traffic administration method, information feedback ability and traffic accident handling ability relative quite weak, limiting the use of existing road facility. Building ITS is the available method increasing present systems by a large margin. At present the Binhai New Area also occupies development phase, along with economic developing, city expanding as well as the number of vehicles growing, it needs not only the road infrastructure consummation, the common transportation network consummation but also the moderation of traffic administration. The present paper has carried an investigation to present transportation situation of the Binhai New Area, put forward the Binhai New Area ITS feasible plan. Make a systematic studying of the Binhai New Area intelligence transportation overall plan; analyzing the key technologies of 11 systems; using MSTP to achieve data transmission, building 3 into 1 network frame, using DSP to transmit video, main chain circuit using self-healing loop circuit; using GIS-T to solve different data; optimizing the algorithm of Dijkstra; operating mode of beforehand and auto-tour; emphasis on studying the tactics of induction.
