This thesis analysis the current situation of container development in Northeast China and Shandong province, chooses reasonable transportation modes and assigns the cargoes. It can provide not only a scientific basis for the managers of transportation enterprises, but also promote the improvement and integration of every transportation mode.This thesis first introduces the basic concepts and some common methods of network flow assignment, and after analyzing the limitation of these methods, it puts forward the negative exponent network flow assignment model. The model calculates the freights of different transportation modes between the origin-destination, and introduces inclination coefficient, deals it with normalized unit, confirms the cargo quantity and market share of different transportation modes.Finally this thesis introduces five main transportation modes and the calculation method of each mode, applies the model to a case study—the container transportation in Bohai Bay. By choosing 12 cities in Shandong province and 12 cities in Northeast China, the freights between different cities are calculated, then the cargoes are assigned based on the minimum freight, and the result proves satisfactory.The result indicates that the sea-land transportation is more cost-effective in most cities of the area if the inclination coefficient is not taken into account, so container sea transportation in Bohai Bay can shorten the distance; and after introducing the inclination coefficient, liner and automobile transportation modes become the main modes. Freight and other related factors influence the choice of path--it indicates that the model can imitate the transportation network layout and assignment under realistic conditions, and can be applied to the network flow in real transportation situations, and has certain practical value.
