For the characteristics of the city gas pipeline project and the flammability and explosive of transported medium, the safe operation is of great importance. The longer the pipeline buried time is, the higher the incidence of explosion is. Corrosion, damage, leakage, as well as man-made causes, will result in the explosion of pipeline, bringing about huge economic losses and security threats. In recent years, gas pipeline explosions also occurred frequently, leading to serious impact on society. Therefore, to establishment the Risk Early Warning System of Gas Pipeline is imperative. The system can make risk assessment of pipeline, track the movements of risk factors, and give early warning signals as soon as possible to the manager, so that the effective measures will be taken to control or prevent the risk.The Risk Early Warning System of Gas Pipeline is constructed in this thesis combined with the idea of continued risk management. The risk knowledge base is established throughout the whole system, so it is easy for imparting the risk knowledge. There are five subsystems in Risk Early Warning System, including risk identification, risk analysis, risk early warning, risk response, and risk post-evaluation. The risk factors of pipeline are analyzed systematically, and the evaluation criteria are also established. Based on the detected data of City Gas Pipeline in Handan, with the application of fuzzy-extension engineering method and unascertained measurement model, the risk grades are given to the ten detected points. The evaluation provides a basis for early warning. And Geography Information Systems (GIS) is applied to Risk Early Warning System of Gas Pipeline, so as to implement the dynamic risk management. GIS combines the information of geographical position with the attributes of pipeline. According to the need of user's, the attribute information and spatial information are accurately outputted and visualized in windows. In this way, the modernization of pipeline risk management will be realized.
